If You Fail English, No SPM certificate

Another requirement for SPM examinations after 10 subjects limit has appeared which is students must pass the English language paper before you qualify to get a SPM certificate.
If I am not mistaken, there have been few policies on the Malaysia examination which have been changing everytime when there is a new Education minister.
From Tan Sri DPM's statement, it is now known that the Science and Mathematics will be taught in English and the language of English is now going to be one of the subjects you must pass in order to get a SPM certificate.
We do not have to study English literature but emphasis must be made to speak clearly this international language. English language should now be taught as 2 different subjects which is Written English and Oral English by the same English teacher. The students must be able to write and speak simple sentences from using 2 words up to as many words as possible.
Here are some of the ideas for Written English:-
1) Year One - learning vocabulary of as many things as possible.
2) Year Two - grammars and written English using 2 to 4 words while learning more vocabulary.
3) Year Three - grammars and written English using 2 to 8 words while learning more vocabulary.
4) Year Four - grammars and written English in short essays of not more than 50 words while learning more vocabulary.
5) Year Five - grammars and written English in short essays of not more than 100 words while learning more vcabulary.
6) Year Six - grammars and written English in essays between 100 and 200 words.
Here are some of ideas of Oral English:-
1) Sing as many nursery rhymes in English as possible while learning the meaning of the lyrics and the whole song.
2) Read story books in class and the teacher should communicate and trigger the students the main point, the character and the lesson behind the stories.
3) Teachers should create short sentences or essays for students to read out loud, clear and sharp in front of the class.
4) Magazines and newspapers cuttings according to the age of the students should be given and the teachers should read first followed by the students and the students will take turn to read it out loud one by one.
Bahasa Malaysia is very important in countries who use it as business, administration and daily communication but to enable Malaysians to go anywhere in the world to work or study, you need to have a acceptable standard of both the written and oral English to enable you to get used to the life of English speaking countries. I hope all will put effort in making English language the tool of Malaysia Maju dan Berjaya.
